The purpose of this paper is to provide a comprehensive analysis of the relationship between higher education and high-tech industry innovation in China. Using the coupling theory and grey relational theory, this paper develops a evaluation model and research framework. Based on the statistical data of high-tech industry and higher education in Shandong province from 1995 to 2015, the empirical results show that there is a positive correlation between the high-tech industry innovation and higher education. In addition, personnel input and patent application are the key driving forces for the development of higher education and high technology industry.
